District 1 Supervisor Joelle Gallagher
Term: 2023-2026
In 2022, Joelle Gallagher became the first woman elected to the role of Supervisor to represent Napa County’s 1st District. Joelle has lived in Napa since 1992, and her leadership experience reflects her passion for serving our diverse community.
She worked on behalf of children and families as the Executive Director of First 5 Napa County from 2017-2022, an organization dedicated to leadership development and incubating solutions to critical issues facing young families with children ages 0-5. Prior to First 5, she served as the Executive Director of Cope Family Center in Napa, for 16 years. Cope provides essential support to families with a focus on preventing child abuse and neglect. Prior to Cope, Joelle was the Executive Director of the Napa County Farm Bureau and the Napa Valley Grape Growers Association, where she collaborated with industry and government to protect and promote agricultural resources. In addition to her professional roles leading key organizations, Joelle served as a County Planning Commissioner from 2017- 2022.
Joelle’s volunteer roles have included: founding member and co-chair of the Napa Housing Coalition, founding member of the Community Leaders Coalition, founding chair of Teens Connect, founding board member of Community Health Initiative, board member of the Continuum of Care, board member of the Napa Chamber of Commerce and the Napa Chamber Foundation, and co-chair of the Live Healthy Napa County Leadership Collaborative.
Joelle grew up in Sonoma, attended Justin-Siena High School in Napa and holds a degree in psychology from the University of Santa Clara. She lives in Napa with her husband, Bill Chadwick, and has two adult children, Katie and Will.
District 3 Supervisor Anne Cottrell
Term: 2023-2026
Anne Cottrell was elected to represent District 3 on the Board of Supervisors in 2022.
Anne was born and raised in St. Helena; her parents moved here in 1969 to be part of Napa Valley's agriculture and winemaking community. Anne earned an undergraduate degree from Yale University and a law degree from UC Berkeley. She and her husband Doug Cutting live in St Helena where they are raising their family of three boys and a dog.
In addition to her deep and long-standing connections to the Napa Valley community, Anne brings a diverse and relevant background to the role of County Supervisor. She began her legal career at the Oregon Attorney General’s Office, first doing criminal appellate work and then advising natural resource agencies in the state. On returning to California, she transitioned to private practice, specializing in land use and natural resources management. She served on the Napa County Planning Commission from 2014-2022. She has also served as a member of the ad hoc committee for the development of the Climate Action Plan, as well as the Napa County Local Food Advisory Council, the Housing Element Advisory Committee, and the Watershed Information Center & Conservancy Council.
Anne also co-chaired St. Helena’s steering committee to update its General Plan, served on the Napa Community Wildfire Prevention Plan Core Team, and was a director on the boards of The Vine Trail, Nimbus Arts, and the Napa County Land Trust. She has also volunteered for Citizenship Legal Services and the St Helena Hospital Vaccination Clinic.
Spending time in every corner of District 3 has given Anne a greater appreciation and understanding of the district’s agricultural and natural resources, and the variety and strength of our communities. She’s grateful for the opportunity and responsibility to steward them for current and future generations.
In her free time, she can be found running, hiking, or biking on trails in St Helena, Angwin, Calistoga, and around Lake Hennessey.
